Stakeholder Assessment for Nutrient Loads

Role: Stakeholder involvement specialist

PACE Outreach principal, Morgan Lommele, developed a comprehensive background paper detailing possible approaches for convening a stakeholder dialogue on how to collaboratively solve nutrient loading in the Gulf of Mexico. This process design was intended to counsel the EPA on whether to move forward with this type of stakeholder engagement effort and as a way to assess whether a negotiated process would be desirable. Morgan provided pros and cons for each type of stakeholder outreach approach (depending on whether the agency desired input for their own decision making, or multi-party consensus, or something in between), identified 40 potential stakeholder interviewees, and developed interview questions designed to help the EPA develop a set of convening criteria.
