PACE Outreach is a woman-owned small business based in Boulder, CO. We design, facilitate, and implement communication strategies that allow organizations to inform and engage with targeted and broad stakeholder audiences, in order to achieve specific policy, involvement, and awareness goals.

We have expertise working with the public and stakeholders on technical issues relating to recreation and trails management; parks and outdoor spaces planning; water resources; NEPA planning; hydroelectric relicensing; environmental policy, legislation, and regulation; non-renewable and renewable energy and policy; transmission siting; land use planning; travel management planning; and non-profit management. PACE has worked with thousands of stakeholders from all backgrounds on these issues.

30a87bdMorgan Lommele is a trained facilitator and communications professional with experience in facilitation, stakeholder engagement, and content development. Morgan is also an accomplished writer and editor, skilled at matching messages with audiences, turning complicated messages into engaging collateral, and ensuring professional and consistent communication. Morgan founded Colorado-based PACE Outreach, LLC after almost a decade working with local, state, and federal governments on the public participation in natural resource issues. Her work has centered on encouraging stakeholders to participate in policy making processes, and developing concrete, actionable recommendations that guide next steps for policy.

Prior to founding PACE Outreach, Morgan worked for collaboration and strategic communications firm Kearns & West, where she designed and facilitated the stakeholder outreach and engagement aspects of environmental policy programs, and managed public involvement and outreach projects for a variety of public and private sector clients. She also worked for the International Mountain Bicycling Association (IMBA), leading their flagship outreach and education program. Morgan continues to frequently team with Kearns & West and IMBA.

In addition to B.A.s Sociology, International Affairs, and German from the University of Colorado and a M.a.S. in Environmental Policy and Management from the University of Denver, Morgan has more than 80 hours of training in public meeting design, facilitation, mediation, and negotiation. Morgan sits on the City of Boulder’s Environmental Advisory Board and the board of the Boulder Mountainbike Alliance, and also volunteers with Community Cycles and the Mile High Weimaraner Rescue.
