A settlement agreement resolving an 18-year legal dispute over the San Joaquin River Restoration was reached in September 2006 among a diverse group of settling parties, including federal and state agencies, environmental organizations, and local water contractors. PACE Outreach principal, Morgan Lommele (working with Kearns & West) assisted the Bureau of Reclamation in the implementation of the settlement through the San Joaquin River Restoration Program.
Morgan supported the implementation of this program by providing public involvement and process design with 100+ stakeholders and five federal and state natural resource agencies. She designed the program’s Public Involvement Plan to guide strategic program communications with the public, key stakeholders, and third parties; drafted strategic communications documents (newsletters, fact sheets, schedules, brochures, program schedules, presentation templates), and drafted the NEPA Scoping Report based on four scoping meetings. She also coordinated and facilitated stakeholder workshops, public meetings, and technical Work Group meetings to present program findings, solicit comments, and generate feedback.
